When we flooded our characters with billions of ISK back last year, we were getting the ISK from Singularity's market, where everything, no matter what it is, is set to 100 ISK. You could dump ISK into your Dust character all you want, but the gear you can use is dependent upon the skills you've trained, and your ability to fight is based on your skill as a player. One of our directors has more ISK than anyone I've ever known, to the point where he can fit all his ships with Officer modules without batting an eye. He's still a terrible combat pilot.

There will be a heavy tax at first, to try and get everything stable, and then eventually transfer will be un-taxed, and all Dust assets will be made by EVE players just like everything else.
